Council Meeting Snapshot - Wednesday 8 December

To keep our community up to date with key Council decisions, outcomes and plans; here is a snapshot summary from Council’s Wednesday 8 December Council meeting.
Community Infrastructure
Tender Recommendation Report - 101068 Bellbird Park East Multi-use pavilion, Drouin.
Council moved an alternate recommendation, that was split into two parts.
Part One;
- Council accept the tender submitted by Langden Constructions Pty Ltd, and award a contract for up to $4,139,985.90 (ex GST), including a contingency amount of $286,011.90 (ex GST) to cover any unforeseen items or latent conditions in order to complete works;
- Allocate an additional $170,000 to the project in the 2022/23 Financial Year Capital Works Budget; and,
- Delegate authority to the CEO to sign the contract documents after they have been prepared and execute the award of the contract.
Part Two;
- Council postpone the demolition of Rumble Pavilion, as identified in Tender 2021028: Bellbird Park Multi-use Pavilion, until Council has considered a report, at a meting no later than the end of April 2022, on the options available to Council to possible retain Rumble Pavilion for community use, including but not limited to, information relating to:
a. The proposed community uses for the building.
b. The cost to upgrade the building to a complaint standard to suit the proposed community uses.
c. The ongoing life cycle costs if the building is retained for community use.
d. The projects within Council's Long Term Infrastructure Plan that would be impacted or delayed to fund any upgrades to the building.
Baw Baw Civic Precinct Stage 1 - Establishment of Project Reference Group.
Council moved to note the report and endorse the formation of a Project Reference Group (PRG) and a PRG terms of reference document.
3-5 Rollo Street Yarragon Masterplan Development.
Council noted and thanked the community for the feedback received.
Council moved to;
- Adopt the 3-5 Rollo Street Yarragon Masterplan; and,
- Utilise the remaining funds from the development of the site Masterplan to begin ground improvement works, including;
a. tree trimming and removal works in accordance with the arborists report,
b. filling, topsoiling and seeding of low lying areas, and
c. improvements to the perimeter fencing for better accessibility.
Economic Development, Grants and Advocacy
Economic Development and Visitor Economy Strategy 2022-2025.
- Council noted the submission received from Community Consultation; and,
- Endorse the Economic Development and Visitor Economy Strategy 2022-2025.
Strategy and Organisational Performance
Quarterly Performance Report for Q1 2021/22.
Council noted;
- The Quarterly Performance Report for Quarter 1 2021/22;
- The Financial Report for the three months ended 30 September 2021;
- The Capital Works Program Update for Quarter 1 2021/22;
- The reallocation of $30,000 savings from the Balfour Road Water Tank Project to the 2021/22 Capital Works Program, as the program is no longer required; and,
- The removal of the Black Spot - Lardners Track/Lardner Road/Danes Road, Warragul project from the 2021/22 Capital Works Program, following confirmation that the funding application has been unsuccessful.
Procurement Policy Review 2021.
Council adopted the Procurement Policy 2021.
Governance and Information Services
Instrument of Appointment and Authorisation under the Planning an Environment Act 1987.
In the exercise of the powers conferred by section 147 (4) of the Planning and Environment Act 1987, section 224 of the Local Government Act 1989 and section 313 of the Local Government Act 2020, Baw Baw Shire Council resolves that;
- The members of Council staff referred to in the instrument be appointment and authorised as set out in the instrument;
- The instrument comes into force immediately the common seal of Council is affixed to the instrument, and remains in force until Council determines to vary or revoke it; and,
- In accordance with Council's Governance Rules, the instrument be signed and sealed.
Advisory Committee Activity Summary 2021.
Council noted the 2021 Advisory Committee Report, including meeting minutes, declarations of conflict of interest, and activity summaries lodged by the committee Chairs, pursuant to Council's Advisory Committee Policy.
Audit and Risk Committee Chair Report.
Council noted the November 2021 Audit and Risk Committee Chair Report.
Mayoral Minute
Cr Leaney wished Councillors, Council staff and the community a safe and restful break.
In line with COVID-19 restrictions across Victoria, Council will be limiting attendance of its Council meetings.
Continuing with the Tuesday 25 January 2022 Council Meeting:
- Only essential officers and Councillors will attend Council Meetings
- There will be no public access/gallery attendance at Council Meetings
Meetings will remain available to the public via live stream, and community submissions can be made in writing.
The agenda for the next meeting will be available online the Friday prior to the meeting.
