To keep our community up to date with key Council decisions, outcomes and plans; here is a snapshot summary from Council’s Wednesday 6 March Council Meeting.
Petitions
Petition - Parking Congestion in Maple Way, Cedar Place and Willow Crescent, Warragul
Council moved an alternate recommendation to;
- Receive and note this petition signed by a total of 20 signatories;
- Refer the petition to the Chief Executive Officer for consideration and action;
- Receive a report to Council no later than 1 May 2024; and,
- Advise the lead petitioner in writing of the outcome.
Planning and Development
Planning Scheme Amendment C153bawb - Rezoning of public open space areas
Council moved to;
- Note the total list of open space areas that are proposed to be re-zoned which includes Council owned (as authorised at Council's meeting of 13 December 2023) and additional Gippsland Water owned open space areas that are proposed to be re-zoned;
- Authorised officers to request the Minister for Planning to exempt themselves from the public notification requirements of the Planning and Environment Act 1987 for Planning Scheme Amendment C153bawb pursuant to Section 20(4) of the Planning and Environment Act 1987; and,
- Authorised officers to request the Minister for Planning to prepare, adopt and approve Planning Scheme Amendment C153bawb pursuant to Section 20(4) of the Planning and Environment Act 1987, to rezone inappropriately zoned public open space reserves within the municipality to the Public Park and Recreation Zone (PPRZ), Public Conservation and Resource Zone (PCRZ) or Public Use Zone 1 (PUZ1).
Community Infrastructure
Petition Response: Road safety for the intersection of Normanby St and Odowds Road, Warragul
Council noted a road safety audit was undertaken at the intersection of Normanby Street and Odowds Road, Warragul and approved the referral to the Long Term Infrastructure Plan for the following works;
- Replacement of the existing Give Way sign to a Stop sign and update line markings in accordance with the new sign;
- Change the No Stopping sign at the intersection, from restrictions during school times to an all-day No Stopping sign;
- Installation of the custom higher order pedestrian warning signs;
- Installation of the custom higher order side road warning signs; and,
- Installation of kerb outstands.
Council will notify the lead petitioner in writing of this decision.
Adoption of Crown Recreation Reserve Master Plans 2024 Review
Council adopted the Crown Recreation Reserve Master Plans 2024 Review.
East West Road, Darnum - Installation of Load Limit on Bridge (B015) over Moe River
Council moved to;
- Formalise the installation of a 12-tonne load limit on the bridge (B015) over the Moe River, on East West Road, Darnum; and,
- Noted the process to formalise the ongoing load limit was undertaken in accordance with Section 223 of the Local Government Act (1989).
Strategy and Organisational Performance
Final Draft Youth Strategy 2024 - 2028 (for endorsement)
Council endorsed the report and final draft of the Youth Strategy.
Q2 2023/24 Combined Performance Report
Council noted;
- The Quarterly Performance Report for Quarter 2 of 2023/24;
- The Financial Report for Quarter 2 of 2023/24; and,
- The Capital Works Program Report for Quarter 2 of 2023/24.
Governance and Information Services
7 Railway Road, Thorpdale (Thorpdale Maternal Health Building) Surplus Land Sale
Council, pursuant to Section 114 of the Local Government Act 2020, Authorised Officers to sell via public auction the property known as 7 Railway Road, Thorpdale 3835, being the land in certificate of title volume 08311 folio 839 at or above the figure of $120,000.00; and to sell the encroached land fenced into, 5 Railway Road, Thorpdale of 165sqm to the adjoining land owner at the current agreed price of $30,000.00.
Council authorised the Chief Executive Officer to sign the required documents to finalise the sale.
Council noted that the sale has been advertised for public comment for a period of 28 days from 12 July 2023 to 18 August 2023 pursuant to Council's Community Engagement Policy.
Place and Feature Naming Policy - Post Consultation
Council adopted the Place and Feature Naming Policy and will write to each submitter informing them of Council's decision.
Proposal to name a Waterford Rise, Warragul Park 'Kelly Koochew Park'
Council, having considered the submissions received from the community and the feedback from the Place Names Advisory Committee, endorsed the name of "Kelly Koochew Park" for the park at Stoke Street, Warragul.
Council approved officer to arrange for the installation of appropriate signage at the reserve and will write to each submitter informing them of Council's decision.
Notices of Motion
Option for Baby Change Facilities
Council requested a report back to Council no later than 7 August 2024 on options for the delivery and operation of a Baby Feed and Change facility, also known as a parents room, within Baw Baw Shire. The report should consider impacts on capital and operating budget, security, hours of operation, location, staffing models and any other issues of costs associated with such a facility.
Mayoral Minute
Mayor McCabe used the Mayoral Minute to congratulate Caitlin Grigsby on being named the 2023 Premier's Volunteer of the Year and the Victorian Volunteering Leadership Award and her outstanding contribution to the LGBTQIA+ community.
Mayor McCabe also acknowledged Emergency services, Council staff, and volunteers and thanked them for their contribution during the recent storm events.
Baw Baw Shire Council Council Meetings are open to the public and are held at the West Gippsland Arts Centre.
Council Meetings will be held on the first Wednesday of the month and commence at 1.00pm for a 6 month trial period.
Following the conclusion of the trial on 30 June 2024, Council will either revert back to twice-monthly Council Meetings at 5.30pm or resolve to continue once-monthly Council Meetings.
All Council meetings will be live-streamed, and archived recordings will be available on the Council website for viewing.
The agenda for the next meeting will be available online the Friday prior to the meeting.
