To keep our community up to date with key Council decisions, outcomes and plans; here is a snapshot summary from Council’s Wednesday 25 October Council Meeting.
Planning and Development
Public Open Spaces Contributions Assessment report and Planning Scheme Amendment to amend the Schedule to Clause 53.01
Council noted the Public Open Space Contributions Assessment report prepared by SGS Planning and Economics.
Council authorised officers to;
- Seek authorisation from the Minister for Planning to prepare a Planning Scheme Amendment to amend the Schedule to Clause 53.01 - Public Open Space Contribution and Subdivision of the Baw Baw Planning Scheme under Section 8A(4)(a) of the Planning and Environment Act 1987 (the Act);
- Prepare the amendment generally in accordance with the Attachments to this report; and,
- Exhibit the amendment in accordance with Section 19 of the Act.
Community Infrastructure
Draft Review of Crown Recreation Reserve Master Plans
Council noted the Draft Review of Crown Recreation Reserve Master Plans and moved to undertake public consultation via 'Baw Baw Connect' for a four-week period, commencing 26 October 2023 and ending 23 November 2023.
Petition Response - Speed limit review Thomson Valley Road
Council noted the report and that the application for the speed limit reduction on Thomson Valley Road has been approved by the Department of Transport and Planning.
Council will advise the lead petitioner of the outcome.
Economic Development, Grants and Advocacy
Annual Report of Operations for the 'Financial Year ended 30 June 2023'
Council noted;
- The Annual Report of Operations 2022/23;
- That the report was prepared according to the Local Government (Planning and Reporting) Regulations 2020; and,
- That in accordance with section 100 of the Local Government Act 2020, Council has fulfilled its requirement to present the Annual Report at a Council Meeting open to the public no later than Tuesday 31 October 2023.
Walhalla Master Plan (Post Consultation)
Council moved an alternate recommendation that Council;
- Note the feedback received on the draft Walhalla Master Plan;
- Support the document to be used by community and agencies to have a greater understanding of the challenges and opportunities in Wahalla, and;
- Council continue to deliver services and infrastructure through previously endorsed strategies and service levels.
Strategy and Organisational Performance
Family Friendly Baw Baw Program: Future Direction
Council moved to;
- Continue delivery of the Family Friendly Baw Baw program, as an ongoing program with Council's Family and Children's Services department; and,
- Allocate $151,000 in the 2024/25 financial year budget, and the required annual budget amounts in subsequent budget years, to fund the delivery of the Family Friendly Baw Baw program beyond 30 June 2024.
Governance and Information Services
Notice of Motion Response - Warragul Men's Shed
Council moved to;
- Grant a 17 B Crown Land Reserves Licence Agreement to the Warragul Men's Shed for a 3 x 3 year term (subject to DEECA approval);
- Consider Logan Park and surplus land identified during review of reserve titles as a potential long-term solution to locate the Men's Shed activities; and,
- Request Officers to report back to Council on the potential long-term solution to locate the activities of the Warragul Men's Shed no later than 26 June 2024.
General Business
Wellwood Road and Princes Way Intersection
Council moved an alternate recommendation to;
- Write to the Department of Transport and Planning (DTP) seeking a status update of the Wellwood Road and Princes Way intersection upgrade, the Burke Street and Howitt Street Warragul intersection and Landsborough Street Warragul intersections;
- Request the DTP consider amendments to the original design at the Wellwood Road and Princes Way Drouin intersection to have less impact on land acquisition and trees; and,
- Request that DTP consider an option of installing traffic lights with slip lanes at the Wellwood Road and Princes Way Drouin intersection.
Mayoral Minute
Mayor McCabe used the Mayoral Minute to thank everyone who contributed to the Annual Report, giving special thanks to Brett Hamm and Tim Burnett. Cr McCabe also thanked the communities of Erica, Rawson and Walhalla for hosting Council today.
Baw Baw Shire Council Council Meetings are open to the public and are held at the West Gippsland Arts Centre, beginning at 5:30pm
All Council meetings will be live-streamed, and archived recordings will be available on the Council website for viewing.
