To keep our community up to date with key Council decisions, outcomes and plans; here is a snapshot summary from Council’s Wednesday 14 December Council meeting.    

Petitions

Road safety for the intersection of Normanby St and O'Dowds Road, Warragul

Council tabled a petition with 107 signatories for safety measures at an intersection in Warragul. The officer report will return to Council in March next year.

Planning and Development

PLA0240/20 - Grand Ridge Road, Seaview

Council moved an alternate recommendation to issue a Planning Permit for Planning Application PLA0240/20 (Grand Ridge Road, Seaview) subject to conditions.

Longwarry Structure Plan - Adoption

Council adopted the Longwarry Structure Plan. 

Council noted the submissions received for the Longwarry Structure Plan and will advise submitters of Council's decision. 

Amendment of Plans at VCAT - Proposed Subdivision of Land - Brandy Creek Road, Rokeby

Council moved an amended recommendation to;

  • Form a position on the amended plans currently before the Victorian Civil and Administrative Tribunal (VCAT) in respect of Planning Permit Application PLA0249/20 and VCAT Application for Review P1062/2022; and,
  • Pursue the granting of a Planning Permit on the basis of the officer's recommendation for Planning Application PLA0249/20 under VCAT Application for Review P1062/2022.

PLA0153/21 - 8 Lamport Lane, Brandy Creek

Council moved an alternate recommendation to issue a Planning Permit for Planning Application PLA0153/21 (8 Lamport Lane, Brandy Creek) subject to conditions.

Community Infrastructure

Proposed Waste Contract Extension - 21212CT Kerbside Garbage Collection

  • Council approved the extension of Contract 21212CT Kerbside Garbage Collection with Solo Resource Recovery Pty Ltd for an additional 12-month period, from 1 April 2023 to 31 March 2024; and,
  • Delegated authority to the Chief Executive Officer to sign the Contract extension documents and execute the extension of Contract 21212CT Kerbside Garbage Collection.

Tender Recommendation - Willow Grove Tennis/Netball Courts

  • Council approved the award of CON-2022015 LRCI Phase 3, Willow Grove Tennis/Netball Courts to Ace Earthmoving Pty Ltd, for the lump sum value of $904,070.08 (exec. GST); and,
  • Delegated authority to the Chief Executive Officer to sign the Contract documents and execute the award of the Contract.

Longwarry Recreation Reserve - Sports Pavillion Design Options

Council endorsed design Option 3A as the preferred design option for the Longwarry Recreation Reserve Sports Pavillion and allocate up to a maximum of $220,000 to complete the detailed design as part of Council's budget process.

Western Park Recreation Reserve - Sports Pavillion Design Options

Council endorsed design Option 4A as the preferred design option for the Western Park Recreation Reserve Sports Pavillion and allocate up to a maximum of $300,000 to complete the detailed design as part of Council's budget process.

Economic Development, Grants and Advocacy

2023 Advocacy Priorities

Council moved an amended recommendation to endorse the draft 2023 Advocacy Priorities for Community Consultation from 9 January to 26 February 2023 (with an optional extension to the consultation period if required).

Strategy and Organisational Performance

Q1 2022/23 Combined Performance Report 

Council noted;

  • Quarterly Performance Report for Quarter 1 of 2022/23;
  • Financial Report for Quarter 1 of 2022/23;
  • Capital Works Program Report for Quarter 1 of 2022/23; and,
  • Endorsed the following changes to the 2022/23 Capital Works Program
    a. Inclusion of a new project for the August 2022 Flood Event;
    b. Review of the projects included in the Sustainability Program;
    c. Inclusion of two new projects, namely; Rollo Street, Yarragon Masterplan Project and LED Electronic Scoreboards with a total value of $2.173 million; and
    d. Allocation of $500,000 to the Rollo Street, Yarragon Masterplan Project from Council's Open Space Reserve.

Chief Executive Office

Councillor Allowances Annual Adjustment Determination

Council received and noted the report on Councillor Allowances Determination, in accordance with Part 3 of the Victorian Independent Remuneration Tribunal and Improving Parliamentary Standards Act 2019, the Determination made by the Tribunal, and Section 3 of the Local Government Act 2020.

Council endorsed the following allowances to be paid to Councillors, Deputy Mayors and Mayors in accordance with Section 39 (5) of the Local Government Act 2020, noting Councillors are electing to receive the entire allowance;

  • $100,637 p/a for the role of Mayor
  • $50,319 for the role of Deputy Mayor
  • $31,353 p/a for the role of Councillor; and

Note that the determination provides for further scheduled annual increases to allowance values until 18 December 2025 and that the next increase will take effect on 18 December 2023.

Governance and Information Services

Audit and Risk Committee Chair Report

Council noted the biannual Audit and Risk Committee Chair Report and the results of the Committee's Annual Self-Assessment Survey, which is tabled in accordance with the Audit and Risk Committee Charter and Section 54(4) of the Local Government Act 2020.

Notices of Motion

Request for Assistance for West Gippsland Field Archers Club

Council moved an amended recommendation to;

  • Provide short-term assistance for the West Gippsland Field Archers (the Club), for an eighteen month period with an option to extend, through the provision of an appropriate indoor space only. Consider possible locations including, but not limited to, Logan Park and Bellbird Park, to assist the Club remaining active until the Club can obtain a longer-term solution; and,
  • Receive a report, no later than 22 March 2023, outlining:
    1. Options for a long-term new home solution for the West Gippsland Field Archers, including, but not limited to, archery as a recreational sport/activity and the benefits it provides each community demographic in terms of inclusion, diversity, health and wellbeing, including any economic benefits to local business and the Shire, and
    2. The approach and support provided by other Councils to support archery as a recreational sport/activity.

General Business Motion

General Business Motion from Cr Goss - Families in Baw Baw App

Cr Goss said some people might not know what Family Friendly Baw Baw is. People don't have to be customers or clients to visit a business and use the toilets or warm up a bottle.

General Business Motion from Cr Cook - Sporting Reserves in the PSP areas of Drouin

Cr and Cr Jones said clubs were coming to Councillors saying the same thing, that they needed more space. Cr Jones said we need to be on the front foot.

Cr Wallace did not support the motion, saying the motion would take officers time away from a strategic briefing on PSP sporting reserves scheduled for February 2023. It was not about growth, it was about participation rates, and the motion was location rather than Shire based.

Mayoral Minute

Cr Annemarie McCabe used her Mayoral Minute to thank everyone for their efforts and wish them a safe and happy Christmas full of laughter and joy.
